How do I successfully potty train and crate train my puppy?

Author: I have a 12 week old female puppy. She is a miniature American Eskimo. I am trying to crate train her and take her out to relieve herself. Instead she only wants to play when we go outside. I know I should be taking her out after 15 minutes or so after eating and drinking. However, she plays when I take her out and ends up going in the house. What Should I do? Any experiences, tips or websites would be appretiated.
